EPA is providing notice of a proposed administrative penalty settlement with the City of Bainbridge Island (respondent) for violations of the Clean Water Act at its wastewater treatment facility located in Bainbridge Island, Washington.
EPA alleges that the respondent failed to submit timely permit and compliance schedule reports, and failed to conduct proper sampling analysis for total suspended solids and biological oxygen demand as required by their National Pollutant Discharge Elimination System permit (#WA0020907).
This action is being simultaneously commenced and concluded in a legal document called an Expedited Settlement Agreement. Under the proposed agreement (see "Related Documents" below), the City of Bainbridge Island will pay a civil penalty of $675 and has returned to compliance.
