Public Notice: Proposed Settlement with Harris East Investors for Clean Water Act Violations in Idaho
Summary
EPA is providing notice of a proposed administrative penalty settlement with Harris East Investors, LLC (respondent) for violations of the Clean Water Act at its facility located in Boise, Idaho.
EPA alleges the following violations were observed during an inspection at the respondent's construction site, Harris Ranch East Subdivision, on May 22, 2024:
- Inspectors observed tracked-out sediment being swept into storm drains.
- Stockpile in drainage area.
- Two stormwater inlets lacked protection.
- Missing elements in Stormwater Pollution Prevention Plan site map.
- Lacking and deficient self-inspection reports and a corrective action log.
This action is being simultaneously commenced and concluded in a legal document called an Expedited Settlement Agreement. Under the proposed agreement (see "Related Documents"), Harris East Investors, LLC, will pay a civil penalty of $4,950.
