Chlorinated Paraffin Premanufacture Notifications (PMNs)

EPA is reviewing medium-chain chlorinated paraffin (MCCP) and long-chain chlorinated paraffin (LCCP) chemicals as part of its New Chemicals Review Program following consent decrees between the Department of Justice and EPA and Dover Chemical (February 7, 2012) and separately between DOJ and EPA and INEOS Chlor Americas (now INOVYN Americas, Inc.) (August 21, 2012). These companies were required to submit PMNs under Toxic Substances Control Act (TSCA) section 5 for all chlorinated paraffins domestically produced or imported. Chlorinated paraffins are used primarily in metal working fluids. They are also used in sealants, resins, and coatings. 

Request for Available Information on Chlorinated Paraffins Submitted as PMNs

On December 23, 2015, EPA issued a request for new available data on the chlorinated paraffins submitted as PMNs P-12-433 and P-12-453 (Ineos); P-12-282 through P-12-284 (Dover); and P-14-683 and P-14-684 (Qualice). This data will be used to inform the risk assessments for chlorinated paraffins submitted as TSCA PMNs:

• PMNs P-12-433 and P-12-453 (Ineos)
• PMNs P-12-282 through P-12-284 (Dover)
• PMNs P-14-683 and P-14-684 (Qualice)

Information may include whether there are uses for the PMN chlorinated paraffin substances that do not present the potential for direct or indirect release to water and data on treatment methods, environmental releases, and other waste management practices, particularly for non-water based applications.

EPA will accept this new data for 60 days following the date of publication in the Federal Register.
