Jessica Montanez

Jessica Montanez works as an environmental engineer and writes the air regulations that large industrial facilities across the nation have to follow before they begin construction (i.e., New Source Review (NSR) Permitting). She also provides technical assistance on various air quality issues related to NSR permitting. She joined EPA in 2003 as part of the EPA Intern Program (EIP), a two-year career development program within the Agency, and is currently finishing the EPA-Office of Transportation and Air Quality sponsored Leadership for Non-Supervisors Program.
Jessica graduated in May 2003 from the University of Puerto Rico Mayagüez Campus, with a bachelor's degree in Chemical Engineering and an Environmental Engineering Certification. She also graduated in 2013 with a master’s degree in Environmental Engineering from the University of North Carolina at Chapel Hill with a focus on air quality.
Jessica is a lifetime member of the Golden Key International Honor Society and the Tau Beta Pi Engineering Honor Society and enjoys encouraging students to pursue careers in engineering. She is also a Distinguished Toastmaster (DTM) in Toastmasters International, a non-profit educational organization that teaches public speaking and leadership skills through a worldwide network of clubs.
Jessica is bilingual (English and Spanish) and is more than happy to present on various air quality and career development topics in Spanish.
