Vehicle Miles Travelled (VMT) Offset Demonstration Guidance
This document is intended to provide guidance to Severe and Extreme ozone nonattainment areas on how to address Clean Air Act (CAA) section 182(d)(1)(A). This section of the CAA requires such areas to offset growth in emissions due to growth in vehicle miles travelled (VMT) through the implementation of transportation control strategies and transportation control measures (TCMs).
- Implementing Clean Air Act Section 182(d)(1)(A): Transportation Control Measures and Transportation Control Strategies to Offset Growth in Emissions Due to Growth in Vehicle Miles Travelled (pdf) (830 K, August 2012, 420-B-12-053)
The guidance describes how to determine if there has been any growth in emissions from growth in vehicle miles travelled or number of vehicle trips. - VMT Offset Tools for use with MOVES3 and MOVE4
The tools allow states outside of California to perform two of the calculations described in the VMT Offset Demonstration guidance. As discussed in this guidance, these calculations “freeze” control measures in place as they existed in the 2011 base year for the 2008 ozone NAAQS, and either assume that there is growth in VMT through the attainment year, 2026, or there is no growth in VMT through the attainment year. Results of these calculations do not include the effects of post-2011 emission controls (e.g., Tier 3).
