EPA's December 2, 2024, Draft Title V Outer Continental Shelf Air Permit for the New England Wind 1 Project
On April 4, 2024, Park City Wind, LLC submitted to EPA Region 1 (EPA) initial title V applications requesting a Clean Air Act (CAA) permit under Section 328 of the CAA for the operation of their NEW1 Offshore Windfarm. EPA determined the application to be administratively complete on May 3, 2024. The EPA is proposing to issue the federal CAA permit based on the information in the application and the applicable air permitting regulations. The proposed permit number for the NEW1 action is OCS-R1-07-TV.

The public comment period for the draft permit will remain open from December 2, 2024, to January 16, 2025. Interested parties can submit comments on the Preliminary Designation and the Draft Permit at https://www.regulations.gov/docket/EPA-R01-OAR-2024-0465 (Docket ID # EPA-R01-OAR-2024-0465). All comments must be received by January 16, 2025. EPA will consider all significant comments and make appropriate changes before issuing this permit.
In addition, the EPA will hold a public hearing for the OCS air permit at 6:00 p.m. EST on January 16th, 2025. The hearing will be held virtually via Zoom.gov.
