Sample Applications and Checklists
Please note that documentation from approved CROMERR applications is a reference primarily for developers and applicants pursuing custom-developed approaches. The examples below provide approaches that could meet CROMERR requirements, depending on how they are implemented and/or how they are combined with related system functionality and business processes. Adopting elements from these example approaches does not guarantee CROMERR compliance.
Please also note that these examples may not completely reflect current CROMERR functionality and/or business processes of the approved systems. Further, a state/locality may have other names for the system and/or the system may provide centralized CROMERR functionality for several other systems operated by the state/locality.
Alternatives to custom development are available. These alternatives generally offer reduced application burden, streamlined approval processes, faster time to production, and decreased ongoing maintenance costs.

EPA-Developed Solutions
U.S. EPA Central Data Exchange As defined in § 3.3 of CROMERR, EPA's centralized , or its successors, including associated instructions for submitting electronic documents.
The Central Data Exchange (CDX As defined in § 3.3 of CROMERR, EPA's centralized electronic document receiving system, or its successors, including associated instructions for submitting electronic documents.) is the EPA's designated system to support CROMERR implementation for a range of electronic reporting systems that are used to report directly to EPA.

Unique system features/approaches: Reusable Electronic Signature Agreement As defined in § 3.3 of CROMERR, an agreement signed by an individual with respect to an electronic signature device that the individual will use to create his or her electronic signatures requiring such individual to protect the electronic signature device from compromise; to promptly report to the agency or agencies relying on the electronic signatures created any evidence discovered that the device has been compromised; and to be held as legally bound, obligated, or responsible by the electronic signatures created as by a handwritten signature., third party real-time identity proofing
Commercially-Developed Solutions
These commercially-developed, CROMERR-compliant solutions were designed to be packaged solutions for other applicants, however, a template system checklist does not exist.

e-Sample Entry Verify System
Indiana Department of Environmental Management's e-Sample Entry Verify (eSE-Verify) system is an electronic document receiving system As defined in § 3.3 of CROMERR, any set of apparatus, procedures, software, records, or documentation used to receive electronic documents. for collecting public water system drinking water sample data from laboratories as required under the State's EPA-authorized National Primary Drinking Water Regulations program. eSE-Verify is an off-the-shelf product developed by SAIC intended for reuse by other states (for the purposes of CROMERR) Includes the District of Columbia and the United States Territories, as specified in the applicable statutes. and that enables data transfer to EPA's SDWIS/STATE data system.
Minnesota Pollution Control Agency RSP
Regulatory Services Portal
Minnesota Pollution Control Agency's Regulatory Services Portal (RSP) is an "enterprise" electronic reporting system for collecting numerous reports required under the State's EPA-authorized programs. The application is a new system that uses CGI's RSP off-the-shelf nForm product.

The application is a new system that is custom-built but relies on Shared CROMERR Services for some limited functionality.

Electronic Business Center
The Ohio Environmental Protection Agency Electronic Business Center is a web portal system designed with the potential to collect all reports required the state's EPA-authorized programs. It provides regulated community users a single website from which they can access electronic services offered by the Ohio EPA, including services for permit applications, licenses, and registrations; Monthly Operating Reports, compliance and other reporting; and fee payments.
