Are there guidelines about the level of competition is expected in the RFA a principal recipient release? Since we will aim to support specific communities, I can imagine this could be a challenge.

The objectives that were listened in this webinar are do not include remediation of toxic contaminated sediments, water, or air. Is meeting the objectives of the GLRI related to toxic, consider unresponsive to this RFA?
Projects located within AOCs are eligible. However, projects that are solely related to Focus Area 1, which is the Toxics and AOC Program, would not be eligible. Projects relating to one or more of the other four Focus Areas are eligible under this RFA.

Is there any reason a specific municipality or county could not submit as a principal recipient?
A municipality could apply to be a principal recipient provided the program they describe meets all the eligibility criteria: namely, that they are setting up an open and fair grant competition for their community or set of communities.

Do all the subrecipient projects need to be known first or does the entity ask for a set amount or then do the RA to the communities for other projects so we don't need to know what the projects are going to be when we submit our application?
Applicants applying to be a principal recipient are applying for a set amount. The Project RFA will be established after the award of the cooperative agreement, so project subawards do not need to be known at time at time of application.

Can more than one entity collaborate on a single application?
Eligible applicants can be a single entity or a lead entity with collaboration through subawards to other eligible applicant(s). Successful applicants may also procure services through contracts with for profit firms or individual consultants.
