Mission Statement
West Coast Collaborative (WCC) is a partnership between organizations committed to reducing medium- and heavy-duty diesel emissions and advancing clean air technologies, policies, and practices across Western North America.
About the Collaborative
WCC seeks to reduce medium- and heavy-duty diesel emissions through the deployment of verified and certified technologies, engines and practices, and advanced technologies. We share information, training opportunities, planning, policy development, and funding opportunities related to reducing diesel emissions.
WCC is focused on creating, supporting, and implementing diesel emissions reductions projects and policies. To accomplish this goal, WCC:
- Highlights successful state, tribal, local, and regional diesel emissions reduction activities; and
- Creates a forum for information sharing among diesel emissions reduction stakeholders, and works to leverage significant new resources to expand diesel emissions mitigation efforts; and
- Implements projects in the most impacted communities, leverages funds from a variety of sources, achieves measurable emission reductions, and creates momentum for future diesel emissions mitigation efforts; and
- Works with a government steering committee to inform goals and priorities for WCC’s work.
Organization
The Collaborative is organized around seven sector workgroups:
EPA's Current Diesel Grant Programs
Since the founding of the WCC in 2004, EPA has administered many grant programs to decrease diesel emissions in the US. For example, in 2005, the Energy Policy Act began the Diesel Emissions Reduction Act (DERA) Program for EPA to administer grant funding to decrease the nation's diesel emissions. Since, EPA has received DERA funding every year, along with a variety of other funding programs. Currently, EPA is administering funding from the Bipartisan Infrastructure Law (BIL) and the Inflation Reduction Act (IRA) in addition to DERA.

Partners
WCC's partners include federal, state, local, tribal, local and U.S. territorial and agencies; non-profit organizations; the private sector; and academia. These partners represent areas across Western North America, including Alaska, Arizona, California, Hawaii, Idaho, Nevada, Washington, Federally Recognized Tribes and Native Villages, the Territory of Guam, the Territory of American Samoa, the Commonwealth of the Northern Mariana Islands, Canada, and Mexico.
