Commercial and/or Consumer Use Data
Manufacturing (including import) sites provide information about the commercial and/or consumer use(s) of each chemical regardless of whether a site controls any recipient site(s). Commercial use refers to a use downstream of the manufacturing process for a chemical or a mixture containing a chemical (including as part of an article) in a commercial enterprise. Conversely, consumer use refers to a use downstream of the manufacturing process for a chemical or a mixture containing a chemical (including as part of a manufactured item or article) when sold or made available to consumers.
For commercial and/or consumer data, reporters provided the following data for the principal reporting year (or 2019):
- Product categories, which describe the consumer and/or commercial products in which the chemical is used (whether any recipient site(s) are controlled by the CDR reporter or not). There are 33 product category codes. For example, citric acid (CASRN 77-92-9) may be reported by one site as product category CC116—Dishwashing detergent (liquid/gel). Note that for some chemicals, a more detailed set of 97 product categories was available for use; this more detailed set will be used for all future CDR reporting. For those reports in which the more detailed categories were reported, EPA cross-walked to the original 33 product categories for purposes of this review. Table D-4 in the "Instructions for Reporting 2020 TSCA Chemical Data Reporting" further explains this relationship.
- Function categories, which describe the function of the chemical in the consumer or commercial use. There are 35 function categories. From the example above, the functional use may be reported as F073—Cleaning agent. Note that for some chemicals, a more detailed set of 117 function categories was used; this more detailed set will be used for all future CDR reporting. If detailed categories were reported, EPA cross-walked the reported category to the original 35 function categories for purposes of this review. Table D-3 in the "Instructions for Reporting 2020 TSCA Chemical Data Reporting" further explains this relationship.
- Whether the chemical is used in commercial and/or consumer products
- Whether the chemical is used in children's products
The unique combination of these four codes describes the commercial and/or consumer use of a chemical. EPA uses this information for the evaluation of potential chemical exposure scenarios in commercial settings or during use of the chemical by consumers.
Paints and Coatings was the most frequently reported product category followed by Other and Not Known or Reasonably Ascertainable (NKRA). For an “Other” code, CDR reporters are required to provide a description.

Chemicals Used in Children’s Products (2020 CDR)
The child product use distinction is a part of each unique commercial and/or consumer use combination, of which CDR reporters are allotted up to 10 entries (per site and chemical). Therefore, the total count of reported children’s product use represents the number of instances a site reports use of a chemical in children’s products (or percentage of reports). Of all sites that reported for the 2020 CDR cycle, five percent reported that a manufactured or imported chemical would be used in children’s products. Whereas 81% reported that manufactured or imported chemicals will not be used in children’s products. The remaining 14% claimed that it is not known or reasonably ascertainable whether the chemicals reported will be used in children’s products.
