Green Power Community Usage Requirement
All EPA Community Partners are required to use 5 percent eligible green power resources as a percentage of the community’s total annual electricity use. All communities must also use at least 100,000 kWh per year in total electricity use within the geographical boundary of the community.

Depending on the Partnership pathway chosen by the community, the municipal government may also need to become an EPA Organization Partner for the community to qualify.
Communities should work with their local Community Choice Aggregation (CCA) provider or utility to determine the total annual electricity use within the community’s geographic boundary, which should include electricity use across all government, commercial, institutional, and residential electricity consumers. Similarly, the CCA provider or utility can help assess the amount of eligible green power consumed within the same geographic boundary on an annual basis.
