MOVES4 Hands-on Training Course
EPA’s MOVES4 Hands-on Training Course contains detailed information on how to use MOVES. This course will provide you with understanding of MOVES’ modeling capabilities and input data needs, how to decide on a modeling strategy, how to use MOVES to estimate both onroad and nonroad emissions, and how and when to apply relevant EPA guidance.
These materials provide detailed training on using MOVES at the County Scale for state implementation plans (SIPs) and regional conformity analyses based on the MOVES4 Technical Guidance (pdf) (1.3 MB, August 2023, EPA-420-B-23-011).
MOVES4 Results, Guidance and Tools
EPA held a September 13, 2023 public webinar describing MOVES4 results, guidance on how and when to use the model and information on MOVES4 tools and inputs.
MOVES4 Data and Analysis
In preparation for MOVES4 release, EPA held a July 20, 2023 public webinar describing the data and analysis planned for incorporation into MOVES4.
Project Level Training for Quantitative PM Hot-spot Analysis
EPA has developed a multi-day training course in accordance with EPA’s “Transportation Conformity Guidance for Quantitative Hot-spot Analyses in PM2.5 and PM10 Nonattainment and Maintenance Areas”. This technical, hands-on course is geared toward state and local agency staff and focuses on using emission models (including EPA's MOVES model) and EPA's air quality model (AERMOD) for quantitative PM hot-spot analyses. This course is based on a previous version of MOVES but is still largely applicable to the latest MOVES version.
See Transportation Conformity Training and Presentations for more detailed information on this course, as well as other webinars and presentations on this guidance.

MOVES3 Introduction and Overview Webinar
This introduction to MOVES3 was presented on December 8, 2020.
MOVES3 Information for Experienced MOVES Modelers Webinar
This webinar describes how MOVES3 differs from MOVES2014b. Topics covered include new content in MOVES3, improvements in the user interface, built-in MOVES tools, and other MOVES3 resources including the EPA report, Overview of EPA’s MOtor Vehicle Emission Simulator (MOVES3) (pdf) (1.1 MB, March 2021, EPA-420-R-21-004), released March 2021.
