MOVES4 Update Log
This page provides a chronological listing of updates to MOVES4, EPA’s Motor Vehicle Emission Simulator.
On this page:
MOVES4.0.1 is recommended for modelers who:
- have not yet used MOVES4,
- are modeling GHG emissions using the Default Scale,
- are applying temporal pre-aggregation at County Scale, or
- need to generate speciated air quality inputs.
Otherwise, MOVES4 modelers can decide whether to use MOVES4.0.1 or continue to use MOVES4.0.0.

MOVES4.0.1
MOVES4.0.1 is a patch to MOVES4. It does not substantially change onroad criteria pollutant emission rates in MOVES4 at the County or Project scales, and it is not considered a new model for State Implementation Plan (SIP) and transportation conformity regulatory purposes. Compared to MOVES4.0.0, MOVES4.0.1 will produce slightly different results when temporal pre-aggregation is selected in County Scale runs where passenger cars are not selected. (Note, pre-aggregation cannot be used for SIP or transportation conformity purposes.)
MOVES4.0.1 includes the following updates:
- We made it possible to input local vehicle population and vehicle miles travelled (VMT) when using the Default Scale.
- We added a new nonroad post-processing script that generates gram per hour emission factors by source classification code (SCC) and model year.
- We added a button to open the AVFT Tool from within the County Database Manager “Fuel” tab.
- We improved the documentation and functionality of the script that checks MOVES submissions for use in the National Emission Inventory (NEI).
- We added a check to most user inputs that flags importing “null” values as an error.
- We added two new command line tools currently in beta development:
- The “MOVES Output Grouper,” which can be useful when running MOVES in a parallel computing environment. For background and information on how to use the tool, see tool’s documentation on GitHub.
- The “Operating Mode Distribution Calculator,” which replicates MOVES default scale VMT and SHO calculations but saves the results at a greater level of detail, including by average speed bin and operating mode. - In addition, we repaired minor errors:
- We fixed two errors in the onroad speciation profile post-processing scripts.
- We resolved a problem with temporal pre-aggregation at County Scale in runs that did not include passenger cars. (Note, pre-aggregation cannot be used for SIP or transportation conformity purposes.)
- We resolved an error that prevented running multiple counties at Default Scale.
- We removed an irrelevant error message at Project Scale.
